After mineing and doing Amananth missions i was high enough level to get a breeze so i went back to Quant space. I'm carrying two units of Organic food (note that my cargo indicator is on 1.471), and yes, i am going all the way from Aman to Quantar armed only with a Broker...
I didn't get any help after posting on the MG boards about the bug so i stripped everything out of my ship and crashed it - here's the striped ship on it's final flight:
I was able to mine 2.529 units of ore in a storm with this problem, and swapping ships made no difference.
